I-189 is a short spur connecting I-89 with US 7 near Burlington. At one time the freeway was planned to continue to downtown Burlington to service an indiustrial area. Construction was delayed due to the presence of a toxic barge canal and cancelled in the 1980s as the city began to favor tourism; a long stub remained of this plan for decades. The city of Burlington decided to revive this stub as a two-lane surface street extension of I-189 called the Champlain Parkway.
