I-478 is the unsigned designation for the Hugh L. Carey Tunnel (formerly the Brooklyn-Battery Tunnel). It was planned to connect with I-78 via the cancelled Westway project to replace the West Side Highway elevated freeway. I-478 was also considered for a spur from the Lower Manhattan Expressway to the Manhattan Bridge and also the Grand Central Parkway between I-278 and I-678; I-695 was also considered for the Westway, which would have extended up the Henry Hudson Parkway to the George Washington Bridge.
