I-790 is a short L-shaped freeway in the Utica area. It overlaps with NY 5 for its entire length and with NY 8 and NY 12 for much of its length. To the south, the NY 5/NY 8/NY 12 arterial continues through Utica; to the east, the freeway ends abruptly at Leland Avenue. The portion parallel to the Thruway used to be an independent super-2 freeway (with NY 5 on the northern side and I-790 on the sourthern side) until the interchange with NY 8 and NY 12 was reconfigured to its present configuration. NYSDOT considered extending I-790 down the route of NY 49 to Rome, which would require removing an at-grade railroad crossing; there also appears to have been consideration to extending it south at least as far as French Road should the at-grade intersections on the Arterial be removed.
