NY 304 starts at the New Jersey state line and proceeds north to US 9W. A portion of the route is a short freeway bypassing the original alignment; this was planned as part of a longer freeway north to Haverstraw at Hook Mountain State Park, but the remainder of the freeway was cancelled due to low projected traffic counts; the bypass was extended, however, as a divided highway.
